Historical context :
The Spanish state under General Franco was officially non-belligerent during World War II. This status was not recognized by asserted international law, but in practice implied neutrality. In fact, the Franco regime provided material and military support to the Axis powers, in recognition of the aid received during the Spanish Civil War. However, despite this ideological sympathy, Spain did not enter the war as a belligerent, and thwarted the German wishes who wanted the neutralization of Gibraltar. Spain also stationed armed forces in the Pyrenees to deter Germany from occupying the Iberian Peninsula. This apparent contradiction can be explained by Franco's pragmatism and his determination to act primarily in the interest of his regime in the face of economic pressure from the Allies, the military demands of the Axis, and the geographical isolation of the Spain.
